Bay Area to Central Valley Final Program EIR/EIS

The California High-Speed Rail Authority (Authority) has prepared a program EIR/EIS that further examines the San Francisco Bay Area to Central Valley region as the second part of programmatic analysis in the tiered environmental review process. This second program EIR/EIS generally describes the environmental impacts of a proposed HST system within the broad corridor between and including the Altamont Pass and Pacheco Pass. Two broad alternatives are considered: 1) No Project Alternative; and 2) HST Alternative (consisting of a range of alignment alternatives and station location options). This Final Program EIR/EIS identifies the Pacheco Pass serving San Francisco and San Jose termini as the preferred alternative, as well as mitigation strategies, design practices, and further measures to guide the system’s development and avoid and minimize potential adverse environmental impacts.
